Subject: Guidance for Accurate Entry of RR No./Parcel Way Bill (PWB) Numbers following the Integration of E-Way Bill (EWB) with Parcel Management System (PMS)
Dear Taxpayers,
We are pleased to announce that the Parcel Management System (PMS) of Indian Railways has now been successfully integrated with the E-Way Bill (EWB) system through Application Programming Interfaces (APIs). This integration allows for the seamless transfer of Railway Receipt (RR) Numbers or Parcel Way Bill (PWB) data directly from the Railways to the e-way bill portal, enhancing traceability and ensuring compliance.
In light of this update, taxpayers must follow the guidelines provided below to ensure accurate entry of Parcel Way Bill (PWB) numbers in the EWB system. Proper adherence will help prevent discrepancies or data mismatches during the transportation of goods via Indian Railways.
1. Applicability of RR No./PWB Entry in the EWB System
If you are transporting goods through the Indian Railways Parcel Management System (PMS), it is mandatory to provide the correct Parcel Way Bill (PWB) number or RR Number in Part-B of the E-Way Bill (EWB) on the portal. The format of entering these numbers has been standardized to ensure accuracy.
2. Updating Part-B of the EWB for Rail Transportation
For suppliers or taxpayers transporting goods via railways under the Parcel Management System (PMS), follow the steps below to update the E-Way Bill accordingly:
- Step 1: If you already have an EWB created for goods transported from your factory or warehouse to the railway station, and the next leg of transportation is through railways, you need to update Part-B of the EWB.
- Step 2: Select the “Multi-Transport Mode” option on the EWB portal and choose Rail as the mode of transport.
- Step 3: The system will prompt you to enter the corresponding RR No./Parcel Way Bill (PWB) number for the goods.
3. Format for Entering the RR No./PWB Number
To ensure proper data validation, the Parcel Way Bill number must be entered in the following format:
PXXXRRNo, where:
- P represents the Parcel Management System (PMS).
- XXX refers to the From Station Code (originating railway station).
- RRNo is the actual Railway Receipt number issued for the consignment.
Example:
If the Railway Receipt number is 2020-307306 and the originating station code is NZM (New Delhi Railway Station), then it should be entered as:
PNZM2020-307306
Here,
- “P” stands for PMS,
- “NZM” is the station code,
- “2020-307306” is the RR number.
4. RR Number for FOIS or Leased Wagons
For goods transported using the Freight Operations Information System (FOIS) or Leased Wagons, the method for entering the RR Number remains unchanged from previous advisories. Taxpayers should enter the RR number in the EWB system exactly as it appears on the Railway Receipt, without any formatting changes.
5. EWB and RR No./PWB Number Validation
Once the RR No./PWB number is entered in the EWB system, the following will occur:
- The EWB system will validate the entered RR No./PWB number against the data provided by Indian Railways’ Parcel Management System (PMS).
- If the entered RR No./PWB number does not match the data in the PMS database or is incorrect, an alert will be triggered.
Note: To avoid these discrepancies, it is crucial to double-check the RR No./PWB number before submission.
6. Importance of Accurate Entry
Accurately entering the Parcel Way Bill number is essential for:
- Ensuring proper tracking and validation of goods transported through Indian Railways.
- Preventing delays caused by errors during the validation process.
