Role Description

To design the overall testing strategy & oversee implementation of testing efforts all applications and infrastructure in order to ensure development of a robust technology solution; Ensure production & approval of all testing deliverables and achievement of testing milestones

The role holder would also be responsible for ensuring development of exhaustive test scenarios to evaluate overall quality of deliverables across all parameters including performance, security, usability etc

Key Responsibilities

Strategy Design and Implementation

• Provide inputs to the overall strategy pertinent to testing; Ensure implementation of the strategy
• Ensure adherence to the departmental budget

Design of Test Architecture

• Maintain a big picture view of the application/ infrastructure being developed, its dependencies, organisational goals, technology arena, etc. and articulate overall Testing Strategy and ensure communication of the same to the System Integrators (SIs); Ensure incorporation of Testability requirements into the Architectural design
• Oversee arrangement of the hardware and software requirements of the Test Set-Up
• Ensure development of the Test Plan & test cases to assess efficacy of system design and its ability to meet specified organisational requirements; Own test artifacts such as test specifications, codes; Ensure exhaustiveness of test scenarios developed in order to evaluate overall quality of deliverables on parameters including performance, security, usability, etc.
• Oversee creation of the functional decomposition of applications as part of feature testing and ensure development of test coverage matrices which maximize testing efficiency
• Organize and facilitate reviews, inspections, and walkthroughs of test plans and other Product Lifecycle Framework (PLF) related documentation
• Utilize testing knowledge and experience to assess and advise on the practicality of testing process alternatives; Identify improvements to the process and assist in their implementation
• Propagate use of optimization techniques to minimize the number of test cases and time effort while maximizing test coverage

Testing

• Oversee execution of System and Acceptance testing as per the defined plans. Oversee load & stress testing of all solutions developed by the SIs to ensure solution capability & robustness
• Ensure the overall quality of deliverables across all parameters, both functional and non-functional including performance, security, usability, etc.
• Ensure creation of reports on system performance & test evaluation for future reference; Check/ Review Test Cases documents
• Oversee proper version control and configuration management of all test objects developed and test environments used
• Analyze test results and record deviation from expected output (if any); Report test results and log defects and issues into the bug database
• Investigate potential defects identified during the Test execution phase and discuss the same with the SIs; Suggest modifications in system design/ specifications after making necessary evaluations
• Ensure timely delivery of different testing milestones
• Support in estimation and planning for development of the test automation framework

People Development

• Take an active role in recruitment of incumbents into own team
• Conduct formal performance appraisal and provide developmental feedback for own team
• Identify training needs of subordinates and provide functional training inputs through internal and external sources

Role Description

To articulate business requirements into functional requirements and collaborate with consultants/ vendors to create a design framework for each of the applications i.e. Core, IGST/ Backend, APIs, E-invoicing, and Security

The role holder would also be responsible for implementing the developed applications and maintaining relationship with consultants/ vendors on an ongoing basis.

Key Responsibilities

Strategy Design & Implementation

• Support in creation of GSTN’s Technology Vision and Strategy providing specialized inputs on application development
• Support in the development and creation of operating guidelines, policies and processes for various applications for GSTN in coordination with the Quality & Risk Function; Support in establishment of Technology  Standards, governance processes and control mechanisms across various applications
• Provide inputs to the overall budget from application development standpoint during internal budgeting exercise
• Provide inputs to R&D team on Best Practices, methods and emerging technologies in the related domain; Support in evaluating their applicability and feasibility for implementation at GSTN

Technical Need Analysis

• Collaborate with Head, Services to gain in depth understanding of the business requirements from the core GST application to understand and finalize a functional specification document
• Provide inputs for bid-process management for selection of consultants/ vendors for designing the application architecture including inputs for design of RFPs, evaluation of vendors etc
• Finalize the consultant/ vendor and ensure detailing of the requirements of the User Agencies (UA’s) and maturity of IT architecture of Providing Organizations (PO’s); Finalize the application requirements to ensure alignment with the same with optimal performance and scalability
• Analyze the scope of standardization or sharing of capabilities amongst various applications and use the same for cost optimization

Design of Application Architecture

• Outline the guidelines for design of architecture for various applications which vendors must adhere to
• Ensure that the design of the Application blueprint is in consonance with GSTN’s planned strategy and requirements of the external stakeholders
• Ensure the development of the application portfolio, applying application life cycle strategies; Ensure incorporation of user-centric interface design solutions into the Application for ease of usability of the Application by the User Agencies
• Develop and maintain current state architecture, future state models, and transition steps for Applications and identify potential application reuse opportunities
• Ensure timely resolution of potential implications and conflicts between the Application architecture, with any constraints imposed by the Application (logical/physical) design to the architecture; Strategize viable alternative approaches and recommendations
• Ensure incorporation of the suggested improvements in the existing/future architecture based on changing needs of the organization, challenges faced in current implementation, technological changes at Providing Organization’s end or changing needs of the User Agencies (UAs)

Application Development

• Finalize the vendors for implementation of products & services for the various applications
• Ensure that the output and activities of System Integrators (SIs) are as per the defined guidelines of cost, quality, time as well as specifications
• Ensure all dependencies, priorities and risks are managed across the all the applications;
• Conduct effective performance evaluation of contracted SIs/ Consultants and take decisions of renewal of their contracts etc
• Ensure effective knowledge transfer by SIs/ consultants to upskill the inhouse manpower
• Provide technical guidance to the O&M team for upkeep & maintenance of the various applications

People Development

The role envisions the organization’s mandate on service offerings and ensuring the delivery through appropriate technology platforms and applications. The person will be responsible for delivery for development of related applications and will lead the application delivery for the intended users. The person should be able communicate with clarity and confidence about technical architecture, industry trends, tradeoffs and other practices, providing confidence to others, including senior officials of the industry and government.

Position Profile

• Provides leadership, vision of architecture and technology strategy as it relates to research, application design, infrastructure design, security design, and application architecture for the systems at GSTN as an individual contributor.
